This amendment forms part of a clear 3-year push by SEBI to develop the debt market. SEBI has released 5+ consultation papers and effected 4 major amendments in the debt segment since 2023, covering OBPP norms, securitisation and continuous disclosures.

This change gives discretion with respect to listing of outstanding unlisted debt securities issued prior initial listing of debt.

Further the change relating to listing of all debt securities issued post initial listing of debt aligns with market expectation.
